CIOs continue to be at the eye of the storm. On the heels of the pandemic, we now find ourselves in another geopolitical crisis. Continuing challenges include illegal occupations, supply chain disruptions, and threats to critical infrastructure. Comments underscored times of turbulence ahead, and the role of CIOs vital to providing security and stability.
- A warm welcome was extended to the ThinkOn and D2L, joining as the Council's newest Member. The continued support of ATCO, Canadian Blood Services, Manulife, Microsoft, SecureKey and Statistics Canada was also acknowledged, having renewed their membership.
BRIEF UPDATE
STRATEGIC INITIATIVES
Executive Director, Keith Jansa, shared a brief update on trusted digital identity and cybersecurity initiatives at CIO Strategy Council:
- Tim Bouma joins the CIO Strategy Council on Government Interchange as Director of verification and assessments.
- Process initiated with Standards Council of Canada to become an accredited Conformity Assessment Body following from the outcomes at the last Council meeting in December 2021.
- Work underway in collaboration with members and partners on the development of a conformity assessment scheme for digital identity.
- Assisting the CyberSecure Canada certification program lead by Innovation, Science and Economic Development Canada in transitioning to the National Standard of Canada on baseline cybersecurity controls for small and medium organizations published by the Council.
- Preparing the launch a compliance manager, in collaboration with CIO Strategy Council Member, CyberCatch, designed to help small and medium sized organizations assess baseline cybersecurity controls against the national standard.
- Launched the public review on the national standard for the cybersecurity of industrial internet of things (IIoT) devices with support from National Resources Canada’s Cyber Security and Critical Infrastructure Program.
- Hosted a Cyber Resiliency in Healthcare Focus Group to help shape a new National Standard for Cyber Resilience of Healthcare in Canada, in collaboration with HealthCareCAN with support from Public Safety Canada.

PRESENTATION
FIRST 6 MONTHS AS CIO OF CANADA
Canada's CIO, Catherine Luelo, highlighted observations, risks and opportunities in achieving excellence in technology and operations. Insights shared focused on the need to drive data-enabled digital services and programs and provided perspective on delivery of digital government strategy and policy. Emphasis on the need to structurally evolve talent and culture raised opportunities for collaboration between the public and private sector.

IMPLEMENTING PUBLIC AND HYBRID CLOUD STRATEGIES
As Canadian organizations continue to invest in public and hybrid cloud strategies, security, resiliency and compliance are becoming mainstays of every conversation. Panel discussions highlighted key stakes in the governance and implementation of public and hybrid cloud environments.

Perspectives noted the interaction between technology and business decisions, and shared observations regarding culture and talent. On environmental sustainability, CIOs were urged to work with their cloud service providers to understand, track, report and reduce carbon emissions associated with their organization's cloud usage.
- Accelerating to the cloud: Breaking through the cloud-adoption plateau. Findings following a survey of more than 200 cloud decision-makers from across Canada to learn more about their current progress and aspirations, as well as the challenges they’re experiencing in migrating to the cloud.
